IGP Kayihura recalls Ruhweza to Kampala

Kampala- The Inspector General of Police (IGP), Gen Kale Kayihura, has recalled Assistant Commissioner of Police (ASP) James Ruhweza from Elgon region in the east to Kampala in what is seen as a strategy to have him manage possible post-election violence.

Mr Ruhweza has been appointed as Operations Commander Kampala Metropolitan. Mr Ruhweza, then Divisional Police Commander (DPC) Kira Road Police Station, was active in quelling the post 2011 election walk-to-work demonstrations and riots led by FDC presidential candidate, Dr Kizza Besigye. Dr Besigye’s house in Kasangati in Wakiso District is currently under siege and his movements are restricted.

In the 2011 operations, Mr Ruhweza fiercely quashed the demonstrations. On the second day of the demonstration, he is remembered to have arrested DP chairman Norbert Mao in Ntinda, a Kampala suburb, where he was beginning his walk and then proceeded to arrest Dr Besigye from Kasangati.

In other changes announced in a statement issued by Ms Polly Namaye, the deputy police spokesperson, Senior Superintendent of Police (SSP) Andrew Kaggwa has been transferred from Malaba region and appointed RPC KMP South, while SSP Francis Chemusto has been moved from KMP South to Elgon region as RPC. Superintendent of Police (SP) Alfred Bangambaki has been transferred from KMP North and appointed RPC Malaba.
