Kamuli police boss arrested over rape of domestic violence complainant

KAMULI
Police in Kamuli District are holding the Officer in Charge of Butansi Police Post over abuse of office after he allegedly raped a domestic violence complainant.
Inspector of Police David Edward Osiiya is alleged to have sexually assaulted the woman who had gone to report a domestic violence case against her husband Yeseri Kabisi of Nabirama Naluwoli.
The woman alleges that she ran to the Police Post seeking justice after her husband assaulted her at about 4pm. After explaining to Osiiya whom he found at the post, he said he needed to travel to Kamuli Town to photocopy Police Form 3.

He also allegedly requested for Shs20,000 for medical examination, Shs50,000 for processing the file and arresting her husband. The woman further said the officer had her held as he went to photocopy the form promising to work on her case if she cooperated and talked nicely.
“The officer came back to the station where I had been waiting when it was already dark. He then took me to his office to record the statement. However, he made sexual advances and when I rejected, he raped me,” she narrated.
Asked why she didn’t make an alarm she said there was a gun in the room so she feared to be shot.

Busoga North Regional Police spokesperson Michael Kasadha told told journalists that they are holding the officer and condemn the act saying it taints police public image.
“We are investigating the officer and the alleged rape of a complainant and definitely justice will prevail,” Mr Kasadha said
He further noted that they took the victim for medical examination where she was given PEP. However, Osiiya denies the allegations saying he is being framed.

Flanked by male the District Police and Prisons Commanders and RDC, Ms Kadaga said women issues are very sensitive and victims of rape and domestic violence by family relations find it difficult to confide in men nor get due attention.
“No this is unfair. We want women visibility in forces as we can’t trust men handling women cases and issues,” Ms Kadaga said then.
