Kamya appoints Kitaka as acting KCCA executive director
KAMPALA- Minister Beti Kamya has appointed Andrew Kitaka as the acting executive director of Kampala Capital City Authority (KCCA).
Mr Kitaka’s appointment follows the resignation of Ms Jennifer Musisi who officially handed over office to Ms Kamya on Friday last week. Ms Musisi resigned on October 15.
Mr Kitaka Tuesday confirmed his appointment to Daily Monitor on phone.
“I have been appointed the acting executive director by the Minister. KCCA will issue a statement on the same,” he said.
He has been the KCCA director of engineering and technical services since 2011.
Ms Kamya issues a statement confirming the appointment of Mr Kitaka, “to ensure continuity and smooth running of the city.”
She said in the statement that Mr Samuel Sserunkuuma who has been Ms Musisi deputy, will act as Mr Kitaka’s second-in-command.
She said the two officials will serve in acting until President Yoweri Museveni, who has the mandate of appointing the ED and KCCA directors, does so.
In 2016, Mr Kitaka was appointed Ms Musisi as acting deputy executive director following the resignation of Dr Judith Tukahirwa. But Ms Musisi later sent him back to his directorate.
Who is Kitaka?
According to his profile from KCCA, Andrew Kitaka holds a Bachelor of Science in Civil Engineering from Makerere University and a Master’s degree in Road and Transportation Engineering from IHE/Delt University in the Netherlands.
Mr Kitaka attended Kings College Buddo and Namilyango College for his O and A level, respectively.
He is a registered engineer with the Engineer’s Registration Board (ERB) of Uganda and is a member of the Uganda Institution of Professional Engineers (UIPE).
His profile further shows that he has attended specialised training courses in urban transportation planning and reform in Japan and Ghana.
He was on the government delegation to Bogota, Colombia in 2008 to study the state of the art rapid bus transit system for possible implementation in greater Kampala in a bid to alleviate traffic congestion in the city.
He began his engineering career in the private sector with Kagga & Partners Consulting Engineers before he joined public service, working as a projects engineer at the Road Agency Formation Unit (RAFU) at the Ministry of Works.
He later joined the Uganda National Roads Authority (UNRA) but later joined the European Union to work as an operations officer in charge of roads infrastructure.
When government rebranded the Kampala City Council (KCC) to Kampala Capital City Authority (KCCA), Mr Kitaka was appointed the first director of engineering and technical services, a position he has held to date.
Besides KCCA, he also does consultancy work for both local and international organisations. For instance in June 2018, he worked as a senior business analyst for Huron Consulting Group in Illinois, Chicago.
He is married to Dr Sabrina Kitaka, a paediatrician at Mulago National Referral Hospital, with whom they have five children.
