Kamya to trim presidential powers

Uganda Federal Alliance leader Beti Olive Kamya has pledged to trim presidential powers once elected into power in the coming general elections.

Addressing a rally at Amolatar District Grounds on Tuesday, Ms Kamya said the current President has excessive powers which have failed proper government operations.

She said several government institutions were not functioning because a lot of power has been vested in the President’s Office.

“UFA will reduce presidential powers and refer them to relevant ministries, institutions and local authorities or communities to ensure proper running of the government,” she said.

Ms Kamya promised to reinstate presidential term limits and introduce a federal system of governance to ensure equal distribution of national resources across the country.

“We had term limits but they were removed to suit interests of personalities in the current government which we are opposed to. Presidents must serve and go,” she said while touring the northern region.

“UFA believes that every region should manage her natural resources like oil and give a little percentage to the central government but not the reverse. Why should you let a few individuals in State House manage your resources and even determine a percentage you should get?” Ms Kamya asked.

She said Uganda needs a political overhaul from the unitary to a federal system of governance, stressing that voting President Museveni out of power without changing the system of governance was not adequate.

Under a federal system, power and authority are shared between the central government and regional governments in a manner agreed upon and defined in the national constitution. The system also mandates regional authorities to manage their own resource.

Ms Kamya explained that former leaders including Mr Museveni were promoting colonialists’ exploitative governance under the unitary system.

Ms Kamya is scheduled to visit Lira and Koboko districts later this week.
