KAMPALA. The NSSF board and managing director have filed evidence, saying the duo have vested powers to take disciplinary action against embattled deputy managing director, Ms Geraldine Ssali.
Evidence filed before court shows Ms Ssali’s appointment letter which was signed by former Finance minister Maria Kiwanuka handed operation powers to the NSSF board and the managing director.

“This post, like other senior positions at the Fund, is governed by staff rules and regulations,” reads Ms Kiwanuka’s October 28, 2014 submitted as part of the evidence.
In a case filed against NSSF, Ms Ssali accuses the Fund’s managing director and the board of having irregularly commenced a disciplinary process against her.
Her case was bolstered by a High Court ruling last week with Justice Stephen Musota stopping NSSF from taking disciplinary action against Ms Ssali, ordering her reinstatement.
NSSF, Justice Musota ruled had acted irregularly to suspend Ms Ssali and sending her on forced leave.

However, in a sworn affidavit, Mr Patrick Kaberenge Byabakama, the NSSF chairperson, said the position of deputy managing director at NSSF is guided by staff regulation and policies issued through the board.
In its meeting, NSSF on March 14, 2016, resolved to investigate Ms Ssali on allegation of misconduct, including gross insubordination.
Hearing of the application for judicial review starts (Thursday) today.
